Rating and valuation property
Councils need units for rating and valuation. Those units are built for a different purpose from cadastral parcels and land titles, so their geometry and grouping can differ.
The main distinction
- cadastral parcel — cadastral survey object
- Record of Title — registered ownership/right record
- rating or valuation unit — unit used by a territorial authority/valuation system
A rating unit can group multiple parcels or interests for rating purposes. Do not transfer a property boundary label from a council rating layer onto a LINZ parcel layer or vice versa.
National District Valuation Roll
LINZ holds a national collection of current District Valuation Roll data as part of the New Zealand Property Spine. Direct access to the NZ Properties/NDVR controlled dataset is currently limited to specified public-sector/Crown organisations.
For general public GIS work, use the relevant council's public property/rating viewer or open data where provided, and identify it explicitly as council rating/valuation data.
Māori freehold land
Māori freehold land has specific valuation considerations. If valuation is the research question, use current Valuer-General/council guidance rather than inferring value from area, zoning or nearby sales.
Mapping pattern
When comparing council rating data and LINZ parcels, keep both IDs:

This makes one-to-many relationships visible instead of forcing them into a single field.
