Māori Data Sovereignty for GIS
Māori Data Sovereignty in GIS begins with relationships, not technology. Spatial knowledge can sit within whakapapa, whenua, wai, whanaungatanga and kaitiakitanga. It can connect people with places, tūpuna with uri whakaheke, and present-day decisions with responsibilities carried across generations.
GIS adds a particular challenge because it turns relationships into spatial representations. A coordinate can reveal a place. A polygon can make an uncertain or overlapping relationship look fixed. An ingoa wāhi can carry whakapapa and history. A layer that appears ordinary on its own can reveal much more when combined with parcels, imagery, environmental observations, historic maps or AI-assisted analysis.
The aim of this section is not to tell iwi, hapū or whānau what they may or may not do with their own information. It is to make the technical consequences of different choices visible so that the people doing the mahi can make those choices with good information.

MāoriGIS.nz is practical GIS guidance, not a replacement for Māori-led data governance frameworks. Readers should use this section alongside the source organisations and consider whether their guidance changes what is appropriate for a particular kaupapa.

Do not treat these as a one-time reading list. Māori data governance, AI governance and technology policy continue to develop. Revisit the source organisations, check your own organisational or iwi/hapū guidance, and change the workflow if newer information changes the risk or the appropriate use.

Choose your pathway
One GIS project
A small project may only need a clear kaupapa, useful source records, a working dataset, a backup and a sensible handover.

Five things to keep visible
A useful way to think about GIS sovereignty is to separate things that are often bundled together.

| underlying knowledge | kōrero about an urupā, mahinga kai, ara tawhito or whakapapa-linked place | the meaning may sit in relationships and history, not only the record itself |
| spatial representation | point, line, polygon, raster, place name or boundary | geometry can imply precision, ownership or certainty that the source never claimed |
| derived information | overlays, buffers, joins, suitability models, AI detections | new information can be created without appearing in any original layer |
| digital copies | database, export, mobile cache, backup, test copy, consultant copy | the same material can gain different audiences as it travels |
| infrastructure and identity | tenant, administrator account, encryption key, domain, subscription | practical rangatiratanga requires the ability to operate, recover and move the system |
The word govern is useful, but so is tiaki. Good GIS practice is not only about controlling access. It is also about caring for context, whakapapa, continuity and the people who will inherit the mahi.
A decision chain
The technical controls matter, but they come after the kaupapa and representation questions.
Not one Māori answer
There is no single Māori answer to every data or technology question. Iwi, hapū, whānau and knowledge holders may make different decisions according to their tikanga, histories, capability and kaupapa.
One organisation may keep some information completely local. Another may decide that a managed cloud service gives better resilience and practical control than an ageing server in an office. One hapū may use a precise working layer and a generalised public map. Another may decide there is no reason to digitise a particular kōrero at all.
The important point is that these are choices within the kaupapa, not rules issued by the software or by this site.
Maps can harm and maps can help
Mapping has been used in Aotearoa as a tool of survey, administration, land alienation and Crown authority. It has also been used by Māori as evidence, memory, political argument, cultural restoration and kaitiakitanga.
Historical Ngāi Tahu mapping, including Hori Kerei Taiaroa's nineteenth-century spatial records, retained evidential value across generations. Contemporary work such as Kā Huru Manu shows how place-based knowledge can be carried through modern mapping while retaining narrative and iwi context.

Cloud is not a loyalty test
There is no useful rule that cloud is automatically less sovereign and local infrastructure automatically more sovereign.
The practical questions are about who controls the accounts, where data and backups exist, what jurisdictions apply, how well the service can be recovered, what it costs, whether data can be exported, and whether the organisation has the capability to keep operating it.

Some information may be better outside GIS
Not everything that can be digitised becomes more useful by being digitised.
Kōrero may work better as narrative. A relationship may be better shown as several overlapping places. A whakapapa connection may lose meaning when reduced to an attribute. An archival reference may be more useful than copying the whole source into a database.

Evidence and practitioner experience
The research behind this section prioritises Māori organisations and scholarship, iwi and hapū sources, Waitangi Tribunal and historical evidence, peer-reviewed research, official government information, recognised international Indigenous frameworks and primary technical documentation.
There are still gaps. In particular, relatively little published evidence follows Māori GIS systems for ten or twenty years after project funding ends. See What we still do not know.
Practitioner notes on this site draw on long experience with Māori GIS, Treaty-related mapping, Ngā Poutama Matawhenua, Indigenous Mapping Wānanga and GIS training. They are practical observations, not a substitute for the Māori-led sources or local knowledge that sit behind each kaupapa.
Keep researching
For significant mahi, use more than one source. Consider Māori-led guidance, local iwi or hapū expectations, organisational policies, data licences, privacy and security requirements, research agreements, technical vendor documentation and relevant law or public-sector guidance.
The purpose is to test whether the original plan still makes sense. New research may confirm it, or it may indicate that information should be handled differently, mapped at less precision, kept internal, processed with another tool, reviewed by different people or not digitised at all.
