What belongs in GIS?

GIS is one way of representing knowledge. Not every taonga, kōrero or relationship with whenua becomes more useful by turning it into a point, line, polygon or database record.

The useful starting question is what the kaupapa needs the GIS to do. Sometimes precise geometry matters. Sometimes a broad locality, source reference, narrative or no spatial feature at all represents the material better.

Start with the job the map needs to do

Different purposes call for different representations. GIS may support:

  • environmental restoration and kaitiakitanga
  • planning and consent work
  • place-name research
  • Treaty research
  • site protection
  • operational asset management
  • emergency planning
  • whānau access to information
  • connections between people, kōrero and place

A clear purpose also makes it easier to decide how much detail is useful and which information adds little to the result.

Questions that help shape the representation

These are design questions, not a universal checklist that can decide the kaupapa from outside it.

Geometry is not always the best representation

Some material may work better as:

  • narrative or kōrero
  • an archival reference
  • a broad named locality
  • a generalised area
  • an image without precise location
  • relationships between places rather than a hard boundary
  • a record that source material exists without copying all of it into the GIS
  • an offline or non-digital record

Maps are good at making spatial patterns visible. They are less good at carrying movement, seasonal use, layered histories, whakapapa and overlapping relationships unless those things are deliberately kept in the representation.

Precision follows purpose

A public education map and a working operational layer can legitimately use different spatial detail.

For example, a broad area may be enough to communicate that a landscape contains cultural values. A project dealing with physical works may need a more precise working location. Those are different products serving different jobs.

A practical pattern is:

  1. keep the best available working record with its source and context
  2. create other representations at the level of detail useful for each audience and purpose

Working and public versions can differ

A map for a hearing, an internal cultural database and a public education map may show different versions of the same underlying material. That difference is not necessarily an error. It reflects different purposes and audiences.

Likewise, leaving precise detail out of a public map does not require removing it from a working record where it remains useful. Retaining every detail forever is not automatically useful either. Purpose, provenance and future use provide the context for those choices.
