International Indigenous mapping lessons

International cases show that participatory or Indigenous-related mapping is not automatically ethical simply because community knowledge appears in the project. Purpose, funding, authority, data return, map uncertainty and future use still matter.

Nunatsiavut — research data that did not come back

A study of research projects approved by the Nunatsiavut Government Research Advisory Committee between 2011 and 2021 found that researchers did not return collected data in roughly two-thirds of projects examined.

This is a direct warning for GIS research agreements. Ethics approval and good intentions do not guarantee that a community will receive usable data.

A Māori GIS agreement should state what must be returned:

  • source spatial data where authorised
  • metadata
  • attachments
  • derived layers
  • code lists and schemas
  • maps and reports
  • open or software-independent exports
  • documentation needed to reuse the material

A final PDF is not equivalent to receiving the GIS data.

Native Land Digital — communicate uncertainty

Native Land Digital provides a widely used public map of Indigenous territories, languages and treaties. Its own guidance warns that the map is not intended for legal use and that boundaries should not be treated as definitive governmental borders.

That is a useful cartographic practice for Māori GIS. Where a boundary is indicative, relational, contested or compiled from secondary evidence, say so prominently rather than allowing the precision of the line to imply legal authority.

Official US land data and wider Indigenous geography

United States Bureau of Indian Affairs geospatial data can represent official trust and restricted lands. Those formal land records are useful, but they do not necessarily represent the full geography of Indigenous relationships, ancestral territories or cultural landscapes.

The lesson is familiar in Aotearoa: an official cadastral or administrative dataset can be authoritative for one purpose without being culturally complete.

Oaxaca — participatory mapping and military funding

A controversial participatory mapping project in Oaxaca, Mexico became the subject of criticism over transparency, purpose and its connection to US military funding. The important lesson is not that participatory mapping is inherently suspect. It is that who funds a mapping project and what future purposes the information may serve are governance questions.

Before community knowledge is collected, establish:

  • funding source
  • commissioning organisation
  • intended users
  • secondary purposes
  • who receives the raw data
  • whether the community can veto later uses
  • what happens after the project ends

Sámi mapping — relational landscapes

Recent Sámi participatory-mapping research has examined alternatives to conventional GIS approaches that can oversimplify dynamic social and ecological relationships. This is highly relevant to Māori mapping because a clean polygon may not always be the best representation of movement, seasonal use, whakapapa or overlapping interests.

The useful question is not merely how accurately can we digitise this boundary? but is a boundary the right representation at all?

Sápmi biodiversity data

Indigenous-led biodiversity initiatives in Sápmi demonstrate another positive model: Indigenous language, governance and digital infrastructure can support repatriation and stewardship of environmental information rather than leaving community data dispersed across outside institutions.

This parallels Māori opportunities to develop infrastructure that can receive, interpret and govern data returned from researchers, agencies and environmental programmes.

What Māori GIS can take from these cases

  1. Require usable data return, not only reports.
  2. State when public boundaries are indicative rather than legal.
  3. Do not confuse official land records with complete cultural geography.
  4. Ask who funds a mapping project and what future use they expect.
  5. Use representations that fit the knowledge rather than forcing all relationships into polygons.
  6. Build capability to receive and govern data that others hold about the community.
